As required by law, Enid Police Department is notifying the public about three aggravated sex offenders who have moved in Enid.

EPD was notified by the Oklahoma Department of Corrections that Kyle Lee Arter has been classified as an aggravated sex offender. Whenever a sex offender classified as aggravated or habitual moves into a residence, the police department is required by state statute to notify residents of the neighborhood.

Arter was convicted of second-degree rape May 16, 2003, in Garfield County. Arter is not wanted for any crimes and he has registered as a sex offender with the Enid Police Department.

Arter is a white male, 31 years old. He is 5-feet, 11-inches tall and weighs 155 pounds. He has brown hair and blue eyes.

Arter recently moved and is residing at 1013 Wildoak, in Enid.

Gary Rice was convicted of lewd proposals/acts to a child Aug. 30, 2004, in Garfield County.

Rice is not wanted for any crimes and he has registered as a sex offender with the department.

Rice is a white male, 52 years old. He is 5-feet, 11-inches tall and weighs 251 pounds. He has brown hair and hazel eyes.

Rice recently moved and is residing at 417 Industrial Drive in Enid.

James Sellers was convicted of lewd proposals/acts to a child in Huntsville, Texas, on Dec. 28, 1991.

Sellers is not wanted for any crimes and he has registered as a sex offender with the department.

Sellers is a white male, 54 years old. He is 5-feet, 8-inches tall and weighs 155 pounds. He has brown hair and blue eyes. Sellers recently moved and is living at 921 Wildoak, in Enid.
