Enid man charged with lewd acts to child

ENID, Okla. — Enid Police Department detectives arrested an Enid man Tuesday on a warrant for lewd or indecent acts to a child.

William Christopher Palmer, 29, was charged Tuesday with the felony and a warrant issued for his arrest.

On July 3, a forensic interview was conducted with a 12-year-old girl, according to an affidavit filed in the case. During the interview, the girl said she was staying the night with her 13-year-old friend at her friend's residence in Enid. She said they both slept on the couch.

The girl said while she was sleeping, "Billy," who is her friend’s older sister’s fiancé, came into the living room and covered her up with a blanket, according to the affidavit. Billy later was identified as Palmer. The girl said after Billy covered her up with a blanket, he walked over to where her friend was sleeping and exposed himself to her.

The girl said her friend told Billy “no” and rolled over. The girl then disclosed that Billy walked back over to her and put his genitals close to her face, according to the affidavit. The girl described Palmer at this point as “towering” over her. The girl later said Palmer was fondling himself when he did this.

The girl also said Palmer did not have his pants all the way off when this happened, according to the affidavit. She said she was frozen at this point and told Palmer “no.”

The girl said Palmer told her he would never touch her if she did not want him to, according to the affidavit. The girl said Palmer also asked her at a later time if she was going to tell anyone. The girl told the interviewer this made her feel "disgusted and grossed out."

The girl was shown an anatomical photograph and asked which body part was it was Palmer was exposing and/or touching, according to the affidavit. The girl circled the genitals on the photograph.

On July 12, Detective Tanner Austin conducted an interview with Palmer. Palmer said his fiancé's little sister’s friend made allegations up against him, according to the affidavit.

Palmer gave Austin the name of the 12-year-old girl and acknowledged her spending the night and said he was home at the time, according to the affidavit. Palmer said when he woke up for work, the two girls were sleeping on the couches. Palmer said he noticed the 12-year-old did not have a blanket, so he covered her up with one. Palmer said he left for work and was told later about the 12-year-old telling things to the 13-year-old.

"As the interview continued, I confronted Billy about the allegation and stated to him that I knew that this incident happened," Austin wrote in the affidavit. "Billy would later go on to state that what happened was an accident and that he regrets what he did."

Palmer said he wasn’t touching himself and he really didn’t pull it out, according to the affidavit. Palmer said he just showed himself through his shorts.

Austin asked Palmer if he had his genitals in his hand and he said “correct,” according to the affidavit. Palmer then said he was about the same distance to the 12-year-old as they were in the room.

Austin asked Palmer if his genitals were in the girl's face and Palmer said yes, according to the affidavit. Palmer then said when the girl rolled away from him, he finished getting ready for work and left. Palmer said this was because he had second thoughts on if what he was doing was right.

Austin asked Palmer what he wanted the 12-year-old girl to do and Palmer said he was not sure, according to the affidavit. Austin asked Palmer if he was just going to see what happened and Palmer said stated yes.
