If you really want to help Enid, you would come up with a plan to save the mall. A huge percent of the residents of Enid, people from surrounding towns and country side shop at the mall.
Their big incentive is the controlled temperature. After this incentive is gone, they will feel no obligation to shop in Enid, so many will go elsewhere to shop.
