As per photo captions on page A3, News & Eagle April 28, 2008: State Sen. Patrick Anderson: “... does not foresee the Legislature passing anything that is irrational or does not move Oklahoma forward.” Rep. Mike Jackson says “... there is a conscious effort ... to construct policy that will benefit the state.
The inference seems to be that concepts like these were of no consequence previously. Perhaps if innovations like this had been invoked in the past the state would have decent roads and bridges, sufficiently funded services and schools, and adequate pay and benefits for (in addition to the lawmakers themselves) state employees.
