A Kingfisher man found nude in his pickup in the Walmart parking lot by police on Valentine’s Day was arrested a decade before for similar behavior.
Dustin Matthew Stafford, 36, appeared Thursday before Special District Judge Brian Lovell via video from Garfield County Detention Facility.
Stafford was arraigned on felony charges of indecent exposure and possession of a controlled dangerous substance (meth), as well as a misdemeanor count of possession of drug paraphernalia.
Because of prior felony convictions, including a conviction for indecent exposure, Stafford faces 90 days to life on the new indecent exposure charge, and six years to life on the drug possession charge.
Stafford’s bond was set at $12,500, and he was ordered to return to court March 11 for a bond appearance.
According to an affidavit filed in the case, Enid Police Department officers responded at 1:17 a.m. to a report of a man watching a pornographic movie in his pickup and masturbating while in the Walmart parking lot.
When officers arrived, they found Stafford nude in his pickup with the driver’s side window rolled down. Officers noted in the affidavit the man’s genitals were in plain view.
When Stafford saw police approach, he covered his genitals with his hands and said, “I am not doing anything,” according to the affidavit. Stafford then attempted to roll up the window and had to be told to stop multiple times.
When police asked Stafford why he was nude he said he did not know. He said he remembered taking off his wet socks but did not remember taking anything else off, according to the affidavit. Stafford told police the last thing he remembered was turning on his truck’s heater.
Stafford denied watching a pornographic movie on a monitor mounted in his truck’s visor. He said he had gone to the store to buy a heater for his daughter. Police asked Stafford why he was sleeping in the Walmart parking lot and he said he did not know why.
Police also spoke with the woman who initially reported the incident.
She told police she saw a pickup with its window partly down in the parking lot and could clearly see inside, according to the affidavit.
She said a pornographic movie was playing on a monitor inside the vehicle, and she could see a man inside grabbing his genitals who appeared to be masturbating.
Following Stafford’s arrest, officers found a white crystalline substance that tested positive for methamphetamine, and an aluminum can and set of scales, according to the affidavit.
In September 2003, Enid police arrested Stafford on complaints of indecent exposure and attempting to elude police for masturbating outside Garfield County Court House, charges to which he later pleaded guilty.
A woman had flagged down an off-duty officer and reported seeing a man exposing himself at the courthouse. When the officer arrived, he saw a man sitting on a bench on the north lawn with his genitals exposed and masturbating.
Stafford also has convictions for forgery, burglary and uttering a forged instrument, court documents show.
