City commission sets special meeting on Clay Hall rezoning

ENID — Enid City Commission will have a special meeting noon Thursday to consider a rezoning application for Clay Hall on the campus of Northern Oklahoma College Enid.

The request concerns a property at 300 Lakeview Drive, which is a former dormitory for Phillips University. The application is for change of zoning from special use district to R-7 residential multi-family district.

The applicant is proposing to renovate the building into affordable  one- and two-bedroom apartments for non-subsidized senior citizens age 62 and older. The zoning pattern includes special use to the north, south and east, with R-2 across the street west.

The application was approved by Metropolitan Area Planning Commission at its meeting June 20.

The dormitory has been empty since before Phillips University filed Chapter 11 bankruptcy and closed in 1998.
