EPS board rejects bids on information technology and support services renovations

ENID, Okla. — Bids for renovation of Enid Public Schools’ Information Technology building and Support Services Center came in considerably higher than the Board of Education hoped, so they rejected the bids during Monday night’s meeting.

Karl White, chief financial officer for the school district, told board members that two local construction firms, Henson Associates and D.C. Bass Construction, submitted bids for the Support Services Building. Henson submitted the only bid for renovation of the IT Building. Bids were opened a week ago.

“The cost per square foot for this very basic renovation came in at approximately $90 per square foot,” White said.

White told board members school administrators are consulting with the district’s architect, engineers and construction management firm to package the IT Building and Support Services Building projects with other renovation jobs to be bid later in the hope of decreasing the cost to about $50 to $60 per square foot.

Looking to the 2013-2014 school year, board members squared away a number of contracts and purchases and made routine encumbrances of several funds. Remaining balances in several activity funds got swept out, and a contract with Blunck Studios for school photography services at Adams Elementary School was approved.

Board members approved policies with Oklahoma School Assurance Group for workers’ compensation coverage and Oklahoma Schools Insurance Group for property, casualty, and liability coverage. The OSAG premium, $35,424, is a 10.52 percent increase over last year’s rate, but is a smaller increase than the 15.6 percent increase of the prior year.

Board members agreed to renew the sublease of new elementary schools and other facility improvements from the Garfield County Education Facilities Authority for the fiscal year ending June 30, 2014, and gave the nod to a contract with the University of Oklahoma Health Sciences Center Child Study Center for evaluation and consultation services provided to students.

Then the board went into executive session to discuss a multi-year contract with Superintendent Shawn Hime, as well as contracts for assistant superintendent, Enid High School assistant principal and Waller Middle School assistant principal. Additionally, multiple teacher and staff positions for the coming year were slated to be filled Monday evening.
