Registered sex offender is arrested for attempted rape

ENID, Okla. — A 27-year-old Enid man who updated his sex offender registry Tuesday afternoon was arrested later that night on a complaint of attempted rape.

Vincent Dewayne Lewis was arrested on an outstanding Garfield County warrant and later arrested on the attempted rape complaint, after speaking with Enid Police Department detectives.

Enid Police Department Officers were sent at about 10 p.m. to the 1100 block of East Cherokee on a report of a woman screaming in the street. Upon arriving, officers found a 30-year-old woman who had grass in her hair and appeared upset.

When police asked the woman what happened, she said she was on her front porch talking on the phone when she saw a man ride a bicycle past her home several times.

She said the man came onto her property, according to an EPD report. She said the man acted like he was hearing impaired and was motioning, as if asking to use the telephone. The woman said she told the man she did not have a phone. She said he jumped off his bike and ran up to the porch, grabbing her by the throat and dragging her off the porch.

The woman told officers she tried to run back to her house but the grass was wet and she kept falling down. She said she began to scream and run toward her neighbor’s house, but the man had chased her down in the yard across the street, taking off her pants and underwear, according to the report. She said the man tried to unzip his pants and lie on top of her.

She said she thought the man was trying to rape her, but once he got on top of her she bit his arm, according to the report. She said she kept screaming until someone else came outside and told the man to leave her alone.

She said the man rode off on his bicycle north on 11th. Police searched the area but could not find anyone matching the man’s description.

She described the man and what he was wearing to police, and said he was not able to rape her. The woman showed police red marks on her neck she suffered in the attack.

Police distributed the man’s description and it was found a man fitting the description had registered that afternoon as a sex offender. He had ridden a bicycle to the police station when he did so.

Lewis was arrested on a warrant for an outstanding charge of threats by electronic means.

Capt. Jack Morris said after detectives spoke to Lewis, he was placed under arrest on the rape complaint.

Lewis was convicted of two counts of sexual battery on Aug. 10, 2010, in Tulsa, classifying him as an aggravated sex offender. He was released from prison in early March.
