Two sex offenders have been arrested in the past week on complaints of failure to register.
Enid Police Department’s Sgt. Dustin Albright arrested both men, one Friday and the other Tuesday.
Darryl Matheny, 45, last registered with police in Enid in November last year.
Matheny registered an address of 229 E. Columbia. However, shortly after registering at that address, Albright said he was contacted by the owners of the property who said Matheny was not allowed to be there, but could tell he had been staying at the address.
While driving in the 800 block of West Wabash, Albright saw Matheny outside doing yardwork at a residence on the street. Albright stopped and spoke with Matheny, who said he moved to two other states since registering the address on Columbia.
Albright said Matheny never registered in Enid, or any other states, since he registered the Columbia address in November.
Matheny was arrested on a complaint of failure to register as a sex offender, a subsequent offense for him.
Matheny was convicted June 21, 2010, in Garfield County of failure to register as a sex offender and received a one-year sentence with Department of Corrections.
His initial offense, requiring he register as a sex offender, was for rape by instrumentation and second-degree rape Dec. 19, 2003, in Delaware County.
Monday, Albright received a call from a lieutenant with the Lunenburg (Mass.) Police Department.
The lieutenant said one of the department’s sex offenders had failed to update his registry with the department. The lieutenant said he received information Edward Zibkowski Jr., 75, was possibly living in Enid at 1118 S. Hayes.
Albright went to the address and spoke with Zibkowski, who went to the department to register as a sex offender. Zibkowski told Albright he had been staying in Enid for three to four years.
Zibkowski said he knew he was supposed to register, but knew he was living too close to a school. Zibkowski’s residence is about 1,100 feet from Hayes Elementary School.
Albright obtained a warrant Tuesday for Zibkowski’s arrest and placed him under arrest on counts of failure to register as a sex offender and knowingly moving within a 2,000-foot radius of a school.
Zibkowski was convicted Jan. 5, 1989, of indecent assault and battery of a child under the age of 14 in Massachusetts.
