Registered sex offender charged with rape

ENID, Okla. — A 36-year-old registered sex offender has been charged with rape and a warrant issued for his arrest.

Lance Duane Lebow is facing 20 years to life in prison on the felony first-degree rape charge, which accuses him of having sex with a 13-year-old girl earlier this year.

Lebow faces the enhanced penalty on the charge because of seven prior felony convictions, including one for a charge of second-degree rape.

Enid Police Department was contacted Feb. 1 by a Department of Human Services investigator who had taken a report about a 13-year-old girl having sex with Lebow, according to an affidavit filed in the case.

The investigator told police the girl disclosed she had consensual sex with Lebow Jan. 28, while he was staying at her home, according to the affidavit.

Police spoke with the girl’s father’s girlfriend, who confirmed Lebow had been staying a the residence for a few nights around the time of Jan. 30.

Enid Police Department Detective John Robinson spoke to the girl Feb. 5.

The girl told Robinson that on the night of Jan. 28 she left her room to go to the bathroom, which was across the hall from the room Lebow was staying in. As she came out of the bathroom, she said Lebow told her to come into his room.

The girl said she wasn’t sure how it started but they began kissing, according to the affidavit. She said they then had sex.

The girl told Robinson about another sexual encounter with Lebow, during which she saw tattoos on Lebow’s genitals.

Robinson learned Lebow has learned of the allegations made by the girl and fled to Tennessee, where he was arrested on complaints of possession of drug paraphernalia, making  false report, tampering with evidence, felony possession of a schedule 6 drug, possession of a firearm by a felon and two counts of armed aggravated assault, according to the affidavit.

Robinson spoke with a LaVergne (Tenn.) Police Department detective who was responsible for Lebow’s case there.

Robinson explained the case he was working and asked the detective to interview Lebow and photograph the tattoos the girl described. The detective interviewed Lebow and provided Robinson with a synopsis of that interview.

During the Feb. 7 interview Lebow initially denied having sex with the girl but said he was aware of the accusation, according to the affidavit. Lebow then told the detective the girl had slept with every man she knows.

Lebow went on to say he tried to befriend the girl and tell her she doesn’t need to sleep with every man she’s friends with, according to the affidavit

Lebow then admitted to the detective some of the text messages may have gone too far.

Lebow continued to tell the detective he never was alone with the girl. He then asked why they were bothering with the rape investigation because he felt he’d be in jail in Tennessee for the rest of his life, according to the affidavit.

Lebow then admitted to sleeping with the girl in Enid, according to the affidavit.

He said it happened in the room he was staying at inside the girl’s house. He said he had no further sexual contact with the girl.

On Feb. 21, Robinson received a package from the LaVergne detective, which included a CD with digital photos of Lebow.

After reviewing the photos, Robinson noted there are two tattoos on Lebow’s genitals, matching the description given by the girl.

Bond on the warrant issued for his arrest in Garfield County has been denied.
