Plans for new apartments to be discussed at MAPC meeting

A preliminary set of plans for a new apartment development at Pheasant Run will be considered by the Metropolitan Area Planning Commission tonight.

The MAPC study session starts at 5:30 p.m. and the regular meeting begins at 6 in the city council chambers of the city administration building, 401 W. Garriott.

The site is west of the Chestnut Village subdivision on west Chestnut in the Pheasant Run Golf Community. The proposed apartments include four three-story buildings and clubhouse with a swimming pool.

Information in the MAPC members agenda states the number of units does not exceed the total multi-family units in the planned unit development, which was approved with 287 multi-family developments. Two of the three sites already have been developed, a 96-unit Pheasant Run apartments and 47-unit Civitan apartments. The proposed development will total 102 units, which will bring the total number of units to 245.

The approval process for the development is to review a preliminary plat and preliminary site development plan. The commission will review the final plat and final side development plan and make a recommendation to the city commission in December. Final plans should be reviewed by January.

Enid Fire Department recommended approval contingent on providing a looped water system and the drainage report currently is under review by the city engineering department. MAPC Chairman John Cromwell said he was not certain if the apartments will be medium-income like the apartments already on site.

Another project planned for consideration is a preliminary plat involving multiple acre development in the 5800 block of West Garriott. The Westedge Development site is located on West Garriott, adjacent to Wal-Mart, Oklahoma Highway Patrol and Wheatland Animal Clinic. The north 10.5 acres is medium intensity land use and the south three acres is agricultural. According to MAPC information, there are three zoning districts on the property, C-2, R-7 and agriculture. The plan shows a 3,000 square-foot restaurant, three-story 88-room hotel in the C-2 zoning with four three-story 70 unit apartment buildings in the R-7 zoning. There is no proposed development on the agriculture zoning.

The plat also is composed of five lots located on one public street with only one way in and out of the subdivision, which may present a problem for the MAPC members, according to Cromwell. Cromwell said the commissioners do not want to create a situation where there is a development with only one entrance and exit.

A single fire access road allows 124,000 total feet, all buildings less than three stories and all buildings to be sprinkled. The restaurant, hotel and apartments total 123,940 square feet. The proposed development on blocks 1, 2 and 4 meets the conditions of a single road, but additional planned development will exceed 124,000 square feet and will require a second fire access road.

City staff recommends tabling the issue until the second access is included.

City engineering staff also is reviewing whether a traffic light will be required at the median cut in front of Wheatland Animal Clinic and the Oklahoma Highway Patrol station. The drainage also is under review.

Also under consideration tonight will be approval of an appeal concerning a sidewalk requirement for a business expansion, at 1807 N. Grand, by Jose Alvarado, and a site development plan for Alvarado at 1807 N. Grand and approval of a no parking zone on the south side of Oklahoma from 5th to 7th streets.

Commissioners also will consider approval for one-way traffic, install and remove no parking and expand the school zone in the 500 and 600 blocks of West Wabash.
