Portion of Locust to close

— Locust between Independence and Grand will be closed Thursday for work on relocating a waterline.
This work is being done by Luckinbill as part of the W-0902A 2009 Waterline Relocation Program. Construction is expected to take approximately two weeks, weather permitting. The street will be closed to through traffic.
